Technical Assistance for Empowerment of the Role of Ombudsman in the Protection and Promotion of Human Rights

Technical Assistance for Empowerment of the Role of Ombudsman in the Protection and Promotion of Human Rights is developed and being implemented by the Ombudsman Institution and funded by the European Union. Central Financial Coordination Unit (CFCU) of Ministry of Finance is the Contracting Authority of the project. The project was started in March 2019 and will last 36 months.

The relevance of the project has been high for Turkey and the EU as well as the global networks with the priorities of the Fundamental Rights Sector and the project has strong links with the national strategies.

The project has also strong links with the revised Judicial Reform Strategy and Action Plan, 10th and 11th Development Plans.

The project has addressed the key gaps in understanding and implementation of European human rights instruments by the judiciary and in the promotion and protection of fundamental rights in general.

As one of the promotions and enforcement ways of human rights institutions in Turkey, the OI is authorised to monitor, protect and promote human rights, and to prevent violations in this area. The Institution can also investigate individual complaints or allegations.

Overall objective: To achieve measurable progress towards the full enjoyment of all fundamental rights and freedoms by all individuals without discrimination in all areas.

Purpose To increase the effectiveness of the Ombudsman Institution in the protection and promotion of human rights.

Target groups Ombudsman Institution, public institutions, NGOs, universities, Bar Associations and Turkish public in general.

Expected Project Results

  • The knowledge of Ombudsman Institution staff on best European and international standards and practices is improved.
  • Level of awareness on the mandate and functioning of the Ombudsman Institution is enhanced both in public and administration.
